Film Notes and Highlights
Joe Milton was a four-star recruit coming out of high school but was very raw. He has a cannon for an arm and showed glimpses at Michigan, but just could not put it all together. After transferring to Tennessee he was a backup quarterback. However, at the end of the 2022 season he had a great showing against Clemson in the bowl game. There was hype for 2023 as he became a starter but he showed much of the same. Milton can make all the throws, especially downfield, but just does not hit them consistently.
He does not have the athletic ability of Anthony Richardson, so his potential has to be linked to his passing ability. Milton still needs to learn how to progress through reads and take some velocity off of throws. The problem is that he completes passes but his ball placement does not always allow for receivers to maximize run after the catch. He has only made small improvements in read progression and I am not sure he will ever be able to improve enough to be a consistent starter. – Brandon Haye

It's not going to easy for NFL decision-makers to watch throws like this from Tennessee QB Joe Milton and not think "we can fix him" with a day-three pick.
